Set in the early 90s, the British Customs and Excise is on the backfoot in its battle against drug smuggling across. The department decides to train its employees to infiltrate these gangs in order to get the hang of their modus operandi and outmanoeuvre them.

Interestingly, Forsyth's previous work, The Gold, too was based on a different heist story. Legends, directed by Brady Hood and Julian Holmes, will be produced by Forsyth and Ben Farrell for All3Media Limited.
