Martin Scorsese and Leonardo DiCaprio are set to produce a crime drama, which will be formed on the basis of an idea from Emily Blunt and Dwayne Johnson. DiCaprio is also attached to star in the film with Johnson and Blunt, whereas Scorsese will direct it from a screenplay by Nick Bilton.

The film reunites Scorsese with DiCaprio after Killers of the Flower Moon. They are also collaborating on a film adaptation of Devil in the White City by Erik Larson.

Bilton is an author, journalist and filmmaker known for books about social media and online marketplace. He previously created a documentary for HBO about influencers called Fake Famous.

According to reports, the film's story is a cross between Goodfellas and The Departed. The film is set in Hawaii, where Johnson has his roots. It concentrates on a period when an aspiring crime boss battles mainland corporations and rival crime organisations to gain control of the Hawaiian islands and preserve them.

Scorsese, DiCaprio, Johnson, Blunt, and Bilton are set to produce the film with Dany Garcia, Lisa Frechette and Rick Yorn. The yet-to-be-titled project marks Blunt and Johnson's third collaboration after Disney's Jungle Cruise and Benny Safdie's Smashing Machine.
