After an order from the regional office of the Censor Board in Trivandrum, the makers of Oru Bharatha Sarkar Ulpannam took out the word 'Bharatha' from the film's title. The makers released a new poster with the new title, Oru Sarkar UlpannamThey could have filed an appeal against the decision with the national review committee, but they chose not to do so since it is a process that takes a month or two and since the film is a week away from its release.

Oru Sarkar Ulpannam was initially slated for a March 01 release, but it got postponed to March 08 following a partial ban for Malayalam releases in Kerala due to a dispute between the state's film exhibitors association and the producers union. Reportedly, the makers had around 40,000 posters printed with the original title, and since it would cost a lot to reprint them, they decided to conceal the word Bharatha in them with paper stickers.

Oru Sarkar Ulpannam marks the directorial debut of TV Renjith and is written by Nizam Rawther. TV Krishnan, KC Raghunathan, and Renjith Jaganathan produced the film under the banner of Bhavani Productions. It is touted as a social drama, starring Gouri Kishan, Aju Varghese, and Subish Sudhi in key roles. Its supporting cast includes Vineeth Vasudev, Jaffer Idukki, Vijay Babu, Shelly, Darsana S Nair, and Lal Jose.
